The ECNA Trash/Beautification Committee met with members of Columbia City Staff on October 14 to discuss the ongoing problems with trash and possible solutions.
Trash Committee memers present were Rick Shanker and Anna Lingo, Co Chairs, Laurie Hines, Jane Phillips, and Bonnie Bourne. The Property owners of East Campus were represented by Phil Warnken and Elizabeth Crawford. Representatives from Health, Solid Waste, Police, Protective Inspection, Legal, and Planning were present. Some City representatives were also NRT team members. Also attending was Joe Kokenge, School of Journalism who is publishing the East Campus Newsletter.
The group had a lively discussion. The following information and resources were discussed.
-People need to call 8746291 to report "trash out early" violations on their street (trash that is placed on the curb before Tuesday at 3:00 p.m. or after the trash trucks have been through on Wednesday or the rest of the week). The Solid Wast Department will send a truck to pick up the trash and bill the utility customer, or if they can not identify the utility customer, the landlord will be billed. This is applicable to trash on the curb or up to 15 feet from the curb in the front lawn. All other trash in yeards or areas other than that is the responsibility of the health department.
-Several Landlords are using dumpsters, especially during move in - move out times for students.
-The Neighborhood Response team, a multidisciplinary team of protective inspection, health, and other key departments have just completed a survey of East Campus Properties and have sent letters to property owners for "out of compliance" issues. There are a number of programs available to homeowners to make necessary reparits if they recieved a violation notice. Brochures about these programs will be available at the next ECNA meeting.
The group discussed some ways that we could keep all the trash off the sidewalks. One way would be to hire someone to walk the streets regularly and pick up trash. Or we might be able to use volunteers. If we hire we need revenue. We will discuss this at the next ecna meeting.
