Supreme Court Lawyer Files for Columbia School Board
Former State Rep. Harlan to Serve as Treasurer
January 20, 2009. Sam Phillips, 53, filed to serve on the Columbia Board of
Education. Phillips, who attended college and law school at the University
of Missouri-Columbia, has been active in public service and community
affairs for many years. Sam Phillips is the Deputy Chief Disciplinary
Counsel for the Missouri Supreme Court. Prior to his tenure as Disciplinary
Counsel, Phillips served as the Executive Trust Officer and Vice President
of Exchange National Bank. Phillips lives in Columbia and is the parent of
a third grade child at Grant Elementary.
Phillips served on the Jefferson City Public Schools Strategic Planning
Committee in 1998. He was President of his Rotary Club in 2000-2001 and was
chosen as the club's Rotarian of the Year in 1998 and 2000.
Phillips serves on the Board of Directors of the Missouri State Parks
Foundation as well as its Finance and Executive Committees. At the national
and international level, Mr. Phillips has served on the Board of Directors
of the National Organization of Bar Counsel and has provided legal ethics
support and training to lawyers in the Republics of Moldova and Georgia on
behalf of the American Bar Association.
Phillips explained his interest in serving on the school board: "The values
that I share with other parents in this community include that we agree that
few things are more important to Columbia's well-being than the quality of
our public schools. "I think my professional background and my analytical
approach to difficult issues can help the District earn the community's
trust. "When the Board asks tough questions designed to guarantee fiscal
accountability, the community can regain the confidence in the District that
it wants to have."
Columbia attorney Tim Harlan said, "We need someone on the school board who
will listen to the concerns of the community. My life-long friendship with
Sam Phillips tells me that he will bring consensus to the board." Harlan
will serve as the campaign treasurer.
Phillips' family's connection to public education in Columbia began when a
few Boone Countians, including his great-great-great grandfather, Hiram
Phillips, donated funds to assure that the University of Missouri would be
established here. More recently, his mother, brother and sister each taught
for over twenty-five years in Missouri public schools. With that
background, he said: "I am fully aware that education begins and ends not in
the board room, but in homes and in classrooms. "The primary task of
Columbia's school administrators and the school board is, of course, to
assure that our great teachers have the tools they need to encourage and
teach our children."
